Starting a National Branch

Is there any delegation or country looking to set up a National Branch in their country.
First is bring a delegation of students to one or more of the annual conferences held globally.
Then read the guidelines and approach a member of International Board of CEI with a proposal. 
This may co-incide with hosting the annual conference in your country or it may just be to promote and organise delegations for future conferences.
